Assistant Director, Architectural & Engineering Services

Description:

Represents the University of Oklahoma Board of Regents (as Owner) and the University's administration by (1) Assists in the administration and management of Architectural & Engineering Services; (2) Responsible for capital improvements long range-campus planning, design and construction program; (3) Serves as project manager for capital improvements projects; and/or (4) Provides daily construction administration of construction contracts.

  • Assists the University Operations Associate Vice President of Architectural & Engineering Services with the overall administration of long range-campus planning, design, construction program.
  • Provides day-to-day management, administration, and supervision of professional and supporting staff members.
  • Ensures staff compliance with regulations and internal policies.
  • Ensures staff is informed of and adheres to established health and safety practices associated with assigned tasks.
  • Provides professional advice and consultation to the President, the Vice President of Operations, and to other University staff members, architects, engineers, and other as required for major new construction, renovation and alteration programs for both OU Norman, HSC, and Tulsa campuses.
  • Represents the University during all phases of design, programming, and construction of both major and minor capital improvements projects.
  • Assists in the analysis and review of the University's current physical facilities needs and guides planning of future campus development.
  • Assists with the development of long-range plans for building renovation and construction, and the Campus Master Plan annually; and coordinates preparation of campus capital improvements program and budgets.
  • Assists in the selection procedures and screens qualifications of architectural firms, engineering firms, and construction managers desiring to do business with the University for each project requiring outside professional services.
  • Administering consultant and construction contracts; administering construction project procedures and conducting formal bid openings.
  • Assists in the analysis of construction bids received and makes recommendations for award of contract to appropriate University officials prior to action by the University Board of Regents.
  • Helps establish project planning procedures and directs project programming, design and construction programs.
  • Maintains liaison with architects, engineers, and other professional consultants and contractors under contract to ensure construction project completion.
  • Evaluates drawings, specifications, and other documentation to ensure that projects comply with University standards and requirements.
  • Capital project management, including various meetings with a variety of constituencies, including users, consultants, contractors, University administration and other departments; and translating project requirements into architectural/engineering design program.
  • Construction administration, including participating in project meetings; monitoring work for conformance with construction contract requirements; advising contractors, project architects or engineers, and University officials regarding project quality and schedule, coordination with other University departments and other project personnel; reviewing contractor submittals; responding to requests for information and other inquiries.
  • Developing and monitoring project budgets; and reviewing and approving project expenditures.
  • Prepares progress reports and communicates project status to University entities and with external parties (vendors, contractors, consultants, etc.).
  • Coordinates work with local, state, and federal agencies involved in the University's construction program.
  • Coordinates easement and right-of-way requests.
  • Assists in the preparation of BOR agenda items related to those requests.
  • Performs various duties as needed to successfully fulfill the function of the position.
