The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

JOB SUMMARY

This position is located in the Clerk Operations Division of the City Clerk's Office within the City of Oklahoma City and usually reports to an immediate supervisor. The Records Coordinator is responsible for managing official records and performing administrative and clerical duties according to existing guidelines and procedures. The employee must possess the necessary skills, knowledge, and abilities prior to assuming the position. Essential job functions include: identifying problems, conducting research, performing analyses, developing alternatives, and making verbal and written recommendations relative to improving organizational records management functions and operations; and for providing a major role in the planning, preparing, and controlling of departmental document flow. The work requires frequent contact with various City personnel and citizens to exchange information, conducting research and update of municipal records, ordinances, or codes. The duties assigned require knowledge of current organizational, managerial, and administrative guidelines, and concept and principles of records management; knowledge of and skill in utilizing basic research principles and practices; and knowledge of and ability to follow complex record retention policies and procedures. Other duties include but are not limited to: coordinating storage and retrieval of departmental records; establishing and maintaining retention schedules; maintaining manual and automated records systems; conducting research, and occasionally performing specialized feasibility, and cost-benefit analyses; and assisting departments in planning, preparing, and monitoring fiscal record keeping costs. Employee works independently in performing the assigned duties, with only occasional discussion of assignments with supervisor. The Records Coordinator is frequently the department primary resource for conducting research into specific operational matters and activities. Instructions received define overall objectives, with minimal specificity regarding how to proceed with assignments.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference.   • Skill in the use of a variety of technologies, such as, computer software, imaging systems, microfilm, equipment, etc.
  • Skill in organizing, compiling, and working accurately with information.
  • Ability to learn and apply knowledge of the City's document management and administrative concepts and principles, and applicable City, state and federal statutes and regulations.
  • Ability to develop plan, design, implement, and evaluate current systems and system improvements.
  • Ability to travel.
  • Willingness to maintain confidentiality.
PREFERRED QUALIFICATIONS
  • Two (2) years demonstrated experience managing a structured records management program and related software, including organizing and auditing meta data, digitizing records, implementing and managing records retention and destruction.
  • Experience processing, reviewing and routing Open Records Requests following statutory requirements.
  • Demonstrated experience proofing, analyzing and indexing professional documents.
  • Knowledge of the City Council agenda, records retention and open records procedures, policies and processes.
  • Ability to prioritize, manage and coordinate conflicting deadlines.

WORKING CONDITIONS
  • Primarily indoors in a climate-controlled environment.
  • Subject to continuous exposure to light and glare from equipment such as a video display terminal.
  • Subject to frequent low-level noise from equipment such as a keyboard, ten-key, copy machine, telephone, etc.
  • Occasionally required to work beyond normal work hours.
  • Occasional local or out-of-town travel to meetings, conferences, or seminars.
Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS
  • Arm and hand steadiness and finger dexterity enough to operate equipment such as a keyboard, ten-key, telephone, etc.
  • Near vision enough to read and verify information on written and machine generated documents, reports, etc., and video display terminals.
  • Speech and hearing enough to communicate in person and by telephone.
  • Ability to perform the labor of handling large amounts of records of various sizes and weights, and at differing heights for storage, retrieval, and shredding.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
